Paul N. Lonie, PLS, serves as Director of Project Coordination and Community Alliances with ALR. In this capacity, his duties include negotiations with and collaboration of community, governmental and political alliances; assistance in the procurement of public and private funding working together with ALR’s in-house counsel and other team members; presentation of development plans to community leaders; assistance in land and zoning approvals; community development project reports; supervision of budgets, supervision of contractor and other bidding, project teams and other responsibilities.

Mr. Lonie has over 35 years of service to the City of Philadelphia where he has been honored for his dedication and commitment. Paul also serves as Capital Program Director with the Delaware River City Corp. (DRCC); and past City of Philadelphia Vice President Board of Surveyors, Survey Bureau Manager, and District Regulator where he resolved property conflicts and riparian issues for all of south Philadelphia, including waterfront issues. Mr. Lonie’s experience also includes extensive involvement in over 2 billion dollars of development projects; negotiations and assistance in the composition of over 80 pieces of City-related legislation; close interaction with all Philadelphia City Council Members; strong relationships with a wide variety of community organizations; service as former Mayor John Street’s Representative on the Streets and Services Committee; and unique experience by working in both management and labor areas.  He holds a permanent seat on the Pennsylvania Industrial Development Corporation’s (PIDC) Developer Service Committee. Paul’s experience also includes his successful win of the first Federal Grant for Transportation GIS (1.2 million U.S. dollars.) Other experience includes: completion of the first boundary survey of the Philadelphia Naval Ship Yard; direction and supervision of the layout and certified payment for “Avenue of the Arts;” and the regulation of Riparian Lines for a Rubin Development.

Paul’s experience in addition to his work as a Director with American Land Recycling includes his role with Westrum Development Company, as Land Approval Manager from 2004-2006, and Philadelphia Projects Director from 2006 to 2008, where he directed all of Westrum’s Philadelphia projects including the presentation of development plans to community groups and CDC’s; including successful negotiation agreements with Packer Park Civic, East Falls Community Council, Brewerytown CDC and Citizens Advisory Group; Somerton Civic Association and Carter Road Neighbors, Bridesburg CDC and Bridesburg Civic Association. Mr. Lonie participated as an integral part of the team in over $600,000,000.00 in proposed construction projects, and he has supervised over 100 employees.

Paul has managed extensive budgets and project teams including engineers, attorneys, and planners in site design, site plans and approvals. He has negotiated agreements with many Philadelphia City Departments, including L & I, PWD, Planning, and Streets Departments.

Mr. Lonie’s education includes a Bachelor of Science, Philadelphia College of Textiles and Sciences (Philadelphia University) and Licensure includes: Professional Land Surveyor  (Pennsylvania Su-024461-E) Faculty participation includes: Adjunct Associate Professor,Temple University, Department of Civil Engineering.

Paul’s Community involvement includes his service as President/Moderator, United Church of Christ, Philadelphia Association from 1996-1999 (30 congregations); and from 2002-2006 he served as President, St. Paul’s United Church of Christ, Fort Washington.

Outside of ALR and his other work-related duties, Mr. Lonie enjoys his family including his wife and children, as well as many friends, through his involvement in a wide variety of worthy goals.
